It's a stinking cloak of skin cut from an elf. Various runes and glyphs likely representing rituals and sacrifice to malevolent gods are sewn and branded across it in several places. Along the edge of the hood are what appear to be small half scaleish pieces of skin, closer investigation reveal that they are jagged cut ears.
